According to this political description, terrorism is a criminal act whose intention is to create a situation of terror to the public, a particular individual, or a group of individuals for political reasons. These acts are unjustifiable, no matter the philosophical, political, religious, or ethnic reasons given to justify the terrorist act under consideration. Scholars denote that it is possible to define the term terrorism by analyzing its var ious characteristics. The following are the various characteristics of terrorism; A definition by Fisher (26) stresses the importance of tactical and psychological aspects of terrorism. According to this definition, terrorism is a political violence, which occurs in an asymmetric conflict, designed to create psychic fear, and terror. This will occur by violently victimizing and destroying non-combatant areas/ targets. Through such activities, the terror group will be sending a message to the government or relevant agencies concerned about their demands and desires.
